Supervisory Environmental Branch Manager, GS-0819-13

This position will serve as an Environmental Branch Manager, responsible for the environmental management program support of the acquisition, Programmed Depot Maintenance (PDM), major repair and modification of CG shore facilities and aids to navigation. It also includes technical and logistical support in addition to managing shore-facility related programs such as real property and environmental compliance. The program provides environmental program support services throughout the complete life-cycle of shore facilities ranging from property acquisition, design, construction, depot level maintenance and repair, and eventually demolition.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Performing the administrative and human resource management functions relative to the staff supervised. Planning, directing, managing, and monitoring the execution of depot level (D-Level) compliance, NEPA / environmental planning, restoration/environmental liabilities management, and sustainability / environmental stewardship projects, activities, and other efforts across the CEU AOR, as well as on an enterprise-wide basis to support workload, resources, and program priorities as necessary. Guiding/monitoring/managing the use of the DHS Decision Support System (DSS) to execute categorical exclusion (CATEX) / Memorandum for Record (MFR) documentation; upload Environmental Assessments (EAs), Environmental Impacts Statements (EIS), and other environmental planning and natural/cultural/historic resource protection documents in accordance with CG policy/procedures and DSS protocols. Providing and/or coordinating environmental program technical support, guidance, and assistance to design team and project execution personnel, asset managers, planners, real property professionals, support staff and other professionals providing and/or supporting shore infrastructure logistics support and executing the CG civil engineering/facilities management program throughout the CEU AOR as well as across the enterprise. Ensuring appropriate and adequate technical oversight is provided to ensure hazardous waste removal generated by remediation work, construction projects, and/or unit activities is done in a regulatory compliance manner. Coordinating and managing the development, collections, collating, and recording/archiving environmental program documents and data in accordance with established procedures and protocols. Coordinating/managing, conducting/participating in environmental compliance evaluations (ECEs), hazardous materials / hazardous waste management surveys, assessments of compliance management plans (CMPs) / environmental management system (EMS), compliance assistance visits, and similar environmental audits/assessments. Providing and/or coordinating project management/contracting officer's representative (COR) responsibilities for remediation/restoration projects and other initiatives to reduce environmental liabilities, compliance activities, and sustainability/stewardship efforts. BASIC REQUIREMENTS:
For GS-0819-13 A. Degree:
professional engineering. To be acceptable, the curriculum must:
(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORB. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above.Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. AT THE GS-13 LEVEL:
Applicant must have at least one year of specialized experience equivalent to a GS-12 in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes:
Managing a program for environmental liabilities of facilities and operations; Establishing nationwide policy for environmental liability; Providing policy to field components performing facility engineering projects in identifying and addressing site environmental hazards; Acting as subject matter expert in environmental compliance, hazardous materials and waste management, restoration and liabilities management; and Providing advice and guidance on environmental liability management matters. Coordination with engineers, environmental scientists, environmental protection specialists, and other technical professionals is required to assess the effectiveness of proposed strategies requiring application of sophisticated environmental engineering judgments on a continual basis. Uncertainty of interpretation and evaluation processes result from such elements as continuing changes in program, technological developments, unknown phenomena, conflicting requirements, political pressure and influence, or rapidly changing guidelines and standards emanating from federal, state, and local regulatory agencies. Performed the administrative and human resource management functions relative to the staff supervised; established guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Liaises with federal, state, tribal, county, municipal and similar agencies and officials on a wide variety of environmental program issues to ensure necessary permitting, natural/ cultural/historical impact assessments, development of any necessary MOAs/MOUs and similar documents and any/all NEPA documentation is accomplished in a timely manner to avoid/prevent impact to established project or mission execution timelines. Coordinated environmental program technical support, guidance, and assistance to design team and project execution personnel, asset managers, planners, real property professionals, support staff and other professionals providing and/or supporting shore infrastructure logistics support and executing the civil engineering/facilities management program across the enterprise. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
