Real Property Specialist

As a Real Property Specialist for Mount Indie, you will be responsible for providing real property management support to Coast Guard units located on the West Coast and Pacific Area, as well as potentially supporting units in other parts of the United States.
o Your main role will be to execute CEUO real property actions, such as acquisitions, disposals, ingrants, and outgrants, along with related support tasks associated with those actions or the management of owned properties.
o You will also be responsible for developing and recommending policies, plans, budgets, and procedures for accomplishing property acquisition objectives as directed by CEUO.
o In addition to these duties, you will work with client organizations to identify and administer requirements to obtain real estate use by permit, lease, license, or other method of acquisition.
You'll prepare permits, leases, or licenses for use of CG real property by other government or outside organizations, complete commercial leases, conduct out-leasing and lease management, prepare direct leases, coordinate and document interagency use of property, and conduct and/or review market surveys.
You'll also propose lease terms and conditions, perform cost and price analysis, and prepare lease and approval documents relating to real property for CEUO.
o Coordinating divestiture actions, including transfers, appraisals, and land surveys, will also be part of your responsibilities.
You'll conduct negotiations with CG tenants, prepare documents for General Services Administration (GSA), and document McKinney Act screening.
You'll also coordinate with private and governmental organizations to resolve problems covered within the terms of licenses, leases, Inter-Service Support Agreements (ISSAs), Memoranda of Agreement (MOAs), Memoranda of Understandings (MOU), or other authorizing documents.
o Finally, you'll be responsible for assisting with inventory accountability duties, reviewing real property records for accuracy, updating the real property inventory, completing DD1354 forms, researching and resolving boundary line encroachments issues, and dealing with navigational servitude issues, as well as divestiture work.
o This is an important role that will play a key part in the success of this project.
As a Real Property Specialist, you will be a crucial advisor to the Government, providing technical advice and guidance on regulations and procedural requirements involving property acquisition or use to CEUO.
o You'll have the opportunity to work with a variety of stakeholders, including other government organizations and private developers, to help turn polluted land into something the public can be proud of.
Specific Requirements:
o Experience with real estate acquisition, leasing, and disposal procedures utilized by the Federal Government is required.
o Experience with Federal real property acquisitions, such as transfers(BRAC-related Title 10 transfers), fee title purchases, leasing (direct and GSA), or other forms of ingranting, including licenses, permits, easements, rights of way/entry, and use agreements.
o Property Management:
Experience with Federal real property management, such as knowledge of applicable forms and file procedures, legal basis of property rights depending on acquisition method, and encroachment defense.
Property management experience must also include outgranting properties to other entities and particular experience with outgrants of historic lighthouse properties OR agricultural leases, OR communication tower sites.
o Property Disposal/Divestiture:
Experience with Federal real property divestiture processes, including Title 10 screenings, Federal screenings, McKinney Act screenings, Reports of Excess, specially-legislated transfers, National Historic Lighthouse Preservations Act transfers, Title 10 transfers (out), relinquishment to the Bureau of Land Management (BLM), ingrant terminations, and sales via GSA utilizing the Coast Guard's housing sale authority.
o Policy and Law
Experience:
The Contractor's personnel must have experience and familiarity with Federal real property policy and associated laws.
o Scope
Experience:
Specific experience with Federal real property work that includes divestiture of communications sites and lighthouses, as well as experience with DOD BRAC processes and impacts.
o Complexity
Experience:
Specific experience with Federal real property work of the most complex nature.
Work of the most complex nature is work which includes one or more of the following characteristics; highly visible to the public and/or Congress, timesensitive and high dollar value, involves environmental concerns and/or historic preservation concerns.
o M ust be a California notary.
